The Demise of the 28-Article Peace Proposal for Ukraine: How Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the diplomatic emergency triggered by the presentation of a new comprehensive peace framework for ending the war appeared – briefly – to have been defused. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Moscow made its retaliation: an extensive attack of missile and drone strikes on Kyiv.

The Pattern of Peace Talks and Military Action

The chain of conflicting incidents captured the harsh reality of the recent timeframe. By day, political struggles are conducted: hopeful statements are delivered from various governments. Considerable effort is expended on containing specific proposals. By night, Moscow brutally reminds the world that, for them, war remains the primary tool for achieving "settlement".

Nighttime Reality

As Russia's attack progressed into the early hours of Tuesday, the present situation of Ukraine's exposure was laid bare. Ukraine is able to track rocket firings from enemy soil, a ability afforded by timely intelligence. From observation points, military aircraft that had been dispatched to engage hostile cruise missiles flew past – advanced fighter aircraft supplied to Ukraine by European allies.

Shortly after, Kyiv's missile defense thundered: several firings targeted at a incoming threat. This was a sophisticated defense system at work, most likely delivered by partner states. Every deployment jolts you unexpectedly, causing tremors. The brief panic quickly becomes sober acceptance: perhaps the hostile projectile won't cause damage this time, preventing destruction from ruin and further power outages.

Ongoing Risks

Following this, a large-caliber weapon engaged a drone in the vicinity, part of a rapid response unit – most likely allied-provided weaponry. Regrettably, the projectiles didn't strike the enemy aircraft – it pressed on overhead toward its objective.

Intermittently, this carried on until dawn. Kyiv greeted the daybreak reports: seven people killed, destruction and infrastructure problems in multiple buildings as a result of the nocturnal offensive. As typically, everyone still went about their day – living the war. But those 24 hours illustrated Ukraine's vital need on external assistance – a need that regional partners are clearly incapable to substitute in the short term.

Ineffective Peace Efforts

The comprehensive proposal from American leadership provoked deep reactions, debate and serious worry – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after previous diplomatic encounters and multilateral gatherings.

Every new proposal from American administration adheres to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, effectively counters. They stabilise the situation but never actually achieve victory. This pattern will, undoubtedly, endure.

Strategic Calculations

It is easy to blame certain parties of persistently promoting Moscow's conditions. But that does not seem to be the complete picture. Washington works based on a assumption understood by experienced diplomats: you cannot secure via talks what you have been unable to protect through force. The US administration assumes that it is unrealistic to compel Moscow to surrender the territory that it presently holds in Ukraine's occupied territories.

The challenge is that while recognising this factual reality, American administration does minimal to deter Moscow, through words or deeds, from believing that the status quo will not change more in its favour in the near future.

Conflicting Perspectives

Therefore, Moscow is convinced that the clock favors them – that Ukraine and its partners are coming close to fatigue. Their incentive to agree to terms that does not give them the greatest potential benefit is almost completely absent. There may be multiple initiatives to stop fighting, but they will persist as long as Russia's leader remains completely certain in the outcome.

On the contrary, Kyiv believes that Ukraine can still persist, progressively conceding people and territory but avoiding a complete military breakdown until conditions improve in its advantage.

Current Realities

Objectively, there are no actual prerequisites for a armistice. Now, personal considerations are coming into play: leadership ambitions to broker a ceasefire and obtain worldwide acknowledgment, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the national cause against any proposal Kyiv finds unsuitable, so that their focus does not move to domestic problems. And although their task will now be significantly challenging after latest incidents, it remains highly unlikely that this will alter their fundamental strategy.

These opposing factors are guiding negotiations.

Summary and Prospects

It took a only one week to kill the 28 points of the current initiative. Assertive and inconsistent approach of the matter by Washington, pushback by Ukraine and the other European countries, along with pacifying measures of negotiators, and finally, recent disclosures, all served their function.

While new proposals based on established approaches are approaching, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off political attacks from Washington that are founded on Moscow's terms and demonstrate particular unwillingness to alter the situation, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, primarily depend on ongoing international assistance.
